merge: Add documentation using Docusaurus (#97)

This pull request implements the new OpenDC documentation website using Docusaurus 2.

## Implementation Notes :hammer_and_pick:

* Add initial Docusaurus website.
* Migrate existing docs to Docusaurus.
* Configure Prettier for Docusaurus.
* Add tutorials to OpenDC website (#28)
* Add deployment workflow via GitHub actions

+This page describes how to set up and configure a local single-user OpenDC installation so that you can quickly get your

+## Prerequisites

+   OpenDC is actively tested on Windows, macOS and GNU/Linux.

+## Configuration

+OpenDC can be configured using the configuration files located in the `conf` directory. By default, all user data is
