merge: Update to Kotlin 1.6.10
This pull request updates the OpenDC codebase to use Kotlin 1.6.10 for building the project.
* Update to Kotlin 1.6.10
* Update build dependencies to their latest version
* Update project dependencies to their latest version where possible.
* Add Dependabot configuration
