refactor: Use RandomGenerator as randomness source

This change updates the modules of OpenDC to always accept
the `RandomGenerator` interface as source of randomness. This interface
is implemented by the slower `java.util.Random` class, but also by the
faster `java.util.SplittableRandom` class
