merge: Upgrade to Gradle 7.3 (#42)
This pull request upgrades Gradle to version 7.3. OpenDC uses Gradle to orchestrate the build process.
* Upgrade to Gradle wrapper to 7.3
* Fix Gradle release candidate test workflow
