This commit updates the OpenDC web server to use Quarkus 3, which
changes annotations to use the Jakarta namespace for annotations.

This commit updates the web UI to propagate runtime variables via the
next-runtime-env package. Before, we would need to replace the variables
in the generated sources by Next.js, next-runtime-env works by loading a
JavaScript file when opening the OpenDC web UI which contains the
configuration of the web app.

Docker Inc is sunsetting free team organizations for the Docker registry,
which our organization is one of. Instead, a paid subscription is now required
to maintain the organization.

Given our relatively small usage of the account, it makes more sense to start
publishing the container images on the GitHub Container Registry, since it is
free for open source projects and integrates well with GitHub Actions.

This change updates the build process to use Node 18 for building the
web application.

This change fixes the Docker deployment of the OpenDC web UI. There have
been several updates to the build process of the web UI, which have not
taken into account the Docker deployment process. This change addresses
these discrepancies.

This change fixes the deployment scripts necessary for the frontend and
ensures that runtime variables work again.

This change updates the workaround used to access runtime variables in
the React frontend, in order to improve the ergonimics when using the
development mode of CRA (Create React App).

This change adds support for dynamically specifying various variables
for the frontend Docker image through environmental variables.
Previously, these were embedded directly into the source code, which
requires rebuilding the entire image to change these variables.

This change updates the project structure to become flattened.
Previously, the simulator, frontend and API each lived into their own
directory.

With this change, all modules of the project live in the top-level
directory of the repository. This should improve discoverability of
modules of the project.
