This change updates the release and publish workflows in GitHub Actions
to ensure that we only publish the artifacts to Maven Central once the
release on GitHub is published.
When a version tag is pushed to GitHub, only a draft release will be
created containing the right artifacts.

This change pins the versions of the GitHub Actions runner images used
by our workflows to prevent regressions when the latest Ubuntu/Windows
image is updated.

its Java Toolchains feature which enables running/testing multiple Java

project of OpenDC. Previously, we used this to build a single
distribution for OpenDC containing the experiment uberjars and scripts
to start OpenDC.
However, with the introduction of the Quarkus-based web server, we have
decided to split releases into (potentially) multiple distributions
(e.g., one for the web server, one for just the web runner, etc.).
Furthermore, the implementation of this convention caused issues with
several other Gradle plugins.

This change updates the CI workflows to build the simulator with Java 17
by default, which is the latest available release.

This change updates the Github Actions workflows for the Java/Kotlin
part of the project. We now use the gradle-build-action from Gradle to
build the project, which does caching for us.
In addition, we update the Codecov action to version 2, since the old
version is deprecated and will stop working next year.

workflow, causing the workflow to not be parsed correctly.
